Compliance Examiner II

This position reports to the Senior Compliance Examiner and is responsible for assisting with the implementation of the Agency’s AML/CFT supervision regime for Non-Profit Organisations (“NPO”) and Designated Non-Financial Businesses and Professions (”DNFBPs”).

Belongers are preferred, however, the position is open to all qualified applicants. Contractual Appointments will be considered for applicants who are non-belongers and such contracts will be for a period of two (2) years, with the option to extend for one (1) additional year.

Job Responsibilities:

  • Assist and provide input in the establishment and ongoing development of the NPO/DNFBP supervisory framework.
  • Process registration applications for new DNFBPs and conduct fit and proper assessments.
  • Engage in the imposition of enforcement action, where necessary.
  • Assist in the revision of documents and reports.
  • Perform risk assessments by conducting interviews with entities and individuals in the NPO/DNFBP sector to understand levels of AML/CFT awareness, transaction volumes, compliance with AML/CFT laws, record keeping practices and management structure.
  • Conduct compliance inspections, report findings and provide ongoing monitoring of deficiencies.
  • Provide timely feedback to NPO/DNFBP sector on Compliance Manual reviews and inspection findings.
  • Produces comprehensive reports on the Compliance activities including reports on compliance examinations conducted.
  • Maintain NPO/DNFBP databases and physical files to ensure that information is accurate and current.
  • Provide training and assistance to other officers on the compliance team, as needed.
  • Assist with the recording and reporting of statistics relating to the supervision of NPOs/DNFBPs.
  • Assist in developing and creating training presentations and outreach workshops and programmes geared towards increasing AML/CFT awareness amongst the NPO/DNFBP sector.
  • Keep abreast of international developments in the AML/CFT fields particularly as it relates to the NPO/DNFBP sector.
  • Maintain strict standards of confidentiality in dealing with highly sensitive information.
  • Communicates policies to DNFBPs/NPOs and other stakeholders to inform, clarify and update on AML/CFT obligations.
  • Establishes and maintains effective communication with DNFBPs/NPOs and other stakeholders.
  • Supervises day-to-day operations in the absence of Senior Compliance Examiner.

Minimum Qualifications/Experience/Skills:

  • Bachelor’s degree in law, business administration, finance, economics or related field.
  • Minimum of three (3) years of regulatory experience, preferably in a compliance role.
  • Certified Anti Money Laundering Specialist, Certified Financial Crimes Specialist or International Compliance Association Certification in Anti-Money Laundering.
  • Working knowledge of the Territory’s AML/CFT legislation.
  • Ability to draft reports and make recommendations concisely.
  • Excellent communication, organizational and interpersonal skills.
  • Ability to handle sensitive and confidential matters and to exercise tact and professionalism at all times.
  • Possess excellent oral and written communication skills, strong analytical skills, and ability meet deadlines.
  • Sound knowledge of relevant computer software including Access, Word and PowerPoint.

Preferred Qualifications/Experience/Skills:

  • Experience leading compliance and/or AML/CFT/CPF Training
  • Prior supervisory experience

Salary and Benefits:

Starting at $61,000, commensurate with qualifications.

Compensation and benefits package also includes reimbursement of National Health Insurance premium, gym membership allowance, Employee Assistance Programme, and attractive vacation leave accrual. For non-contract employees, benefits also include 15% contribution towards pension and employer paid term life insurance at 5x salary (subject to underwriting).
