AML/CFT/CPF Coordinator

The AML/CFT/CPF Coordinator for the Financial Investigation Agency (FIA) will be responsible for coordinating the implementation of the FIA’s Action Plan and any additional FIA tasks specified under the Territory’s National Action Plan to address the Recommended Actions (RAs) in the Anti-Money Laundering and Counter Terrorist Financing Measures Virgin Islands’ Mutual Evaluation Report (VI’s MER).

The Coordinator will work with the Director, Management Team and other stakeholders to ensure proper review, implementation and the fulfilment of the RAs emanating from the VI’s MER and compliance with international Anti- Money Laundering/Combatting the Financing of Terrorism and Proliferation Financing (AML/CFT/CPF) standards in preparation for the follow-up reports (FURs). This contractual appointment will be for a period of twenty-four (24) months, with the option to renew.

Job Responsibilities:

  • Coordinate work regarding AML/CFT/CPF for the Agency and support its work by ensuring efficient and effective participation and contributions on any appointed committees, providing technical support in the management of the daily operations, and assist with the development of the Agency’s AML/CFT/CPF plans, goals, objectives and systems, which are tied to the FIA’s Action Plan and the Territory’s National Action Plan.
  • Provide leadership and guidance in the implementation of FATF recommendations to ensure compliance with AML/CFT/CPF legislation and policy.
  • Act as the Agency’s point of contact for day-to-day national AML/CFT/CPF matters where applicable, including serving as the Agency’s primary point of contact to the Mutual Evaluation Preparatory team for implementation of the FIA Action Plan and the Territory’s National Action Plan.
  • Review and analyse the Action Plans to determine their levels of risks and identify any gaps in relation to implementation of the recommendations by the FIA to ensure actions are implemented by the established due dates.
  • Liaise with Management Team to discuss Action Plans and progress toward addressing identified deficiencies within set timelines.
  • Ensure that relevant reports are prepared and provide updates on the execution of submitted Action Plan items.
  • Serve as resource personnel for the Agency by providing information related to AML/CFT/CPF that may be required to carry out relevant functions.
  • Assist in the preparation of outreach and engagement activities regarding AML/CFT/CPF with the public and private sector.
  • Provide assistance to the Agency in drafting, updating and ensuring the continuous improvement of policies, processes and systems within the AML/CFT/CPF regime.
  • Co-ordinate the workflow and ensure the timely completion of the FIA’s tasks as outlined in the Action Plans.
  • Perform any other related duties as required to contribute to the effectiveness and efficiency of the Agency and implementation of the RAs emanating from the VI’s MER.

Qualifications/Experience:

  • Bachelor’s degree in Economics, Law, Business Administration, or related field required. Advanced University Degree (Masters) in any of the aforementioned subject areas is preferred.
  • At least five (8) years of related experience required, with at least four (4) years at a managerial level.
  • Minimum of five (5) years professional experience relating to AML/CFT/CPF.
  • 4th round AML/CFT assessors training;
  • Sound understanding of the FATF Recommendations including Interpretive Notes, and the Methodology;
  • Significant experience in the 4th round mutual evaluation process would be an asset;
  • Experience in addressing CFATF issues at a regional level, such as participation at CFATF Plenaries and contribution to CFATF Working Papers;
  • Excellent knowledge of relevant laws, regulations, procedures and policies;

Working Conditions:

  • Exposure to highly confidential information.
  • Required to travel occasionally among islands and overseas.
  • Required to work beyond normal working hours, when necessary, to meet deadlines.
